Alan Spence


As one of Accord’s three Founding Directors, Alan Spence brings years of industrial and scientific experience to our business.

A member of the Royal Society of Chemistry, Alan began his career with the UKAEA before moving into oil and gas over 30 years ago. Since then, Alan has worked for several major petroleum and service companies, gaining extensive experience in all aspects of hydrocarbon accounting along the way.

Alan has particularly in-depth knowledge of allocation, production scheduling and measurement; he has also developed, implemented and operated quality, operational and technical-support systems of all kinds during his career.

In addition to his scientific talents, Alan has over 25 years’ experience supervising and managing technical teams in the delivery of hydrocarbon-accounting services. His expertise has also led him to be called upon as an expert witness in arbitration.

As a Principal Consultant, Alan’s skills are very much sought after by clients; he is currently working on projects for BP, Marathon and Nexen.

As a Founding Director, Alan is greatly involved in the management of the company’s finances. He also dedicates a significant amount of his time to Accord’s transition to employee ownership. A vocal advocate of the benefits of our pioneering business model, Alan represents Accord in the Employee Ownership Association and an ambassador for Co-operative Development Scotland.

Phil Stockton


Phil Stockton began his scientific career as a chemical engineer, working for a number of major contracting and operating companies throughout the UK.

Before founding Accord Energy Solutions Ltd with James Arthur and Alan Spence, Phil was Technical Director of Smith Rea. As part of the management team, Phil was responsible for the growth and transformation of the company into the leading independent hydrocarbon-allocation service provider to the UK oil and gas industry and, increasingly, overseas.

Phil is committed to moving the discipline of hydrocarbon allocation forward. A member of the Institution of Chemical Engineers, Phil has developed and presented several papers on the subject at conferences around the world. He has also explained the ‘mysteries of oil and gas accounting’ to a more general audience though articles in the local press.

Phil’s mastery of both chemistry and mathematics have led to his main areas of expertise: the development and analysis of allocation regimes and their detailed allocation equations; the delivery of software systems and associated testing and troubleshooting; and the preparation of studies examining the impact of new entrants, process modifications and changes in methodologies on allocation systems.

As a Principal Consultant, he contributes his substantial skills to projects with Nexen, Total, Maersk and Apache.

As a Founding Director, Phil focuses mainly on the Allocation side of Accord’s growing business.

James Arthur


James Arthur has built his career on the expert analysis, management and implementation of hydrocarbon accounting systems. Prior to becoming a Founding Director of Accord, James worked at software-service provider Logica (now CGI) and the Energy Components vendor TietoEnator (Tieto). He also spent five years as Manager and Principal Consultant at Smith Rea.

With a background in Physics (Imperial College, London) and Computer Science (Edinburgh University), James takes care of the systems-delivery side of Accord’s business. In recent years, the majority of his consulting work has been dedicated to Shell, where he has led international teams delivering Energy Components to Shell’s global operating units.

As a Principal Consultant James specialises in the business areas of well allocation, contract administration and enterprise reporting. In project-lifecycle terms, he has extensive experience in business analysis, deployment strategy and project management.
