New allocation software implementation or change always runs the risk of incorrect configuration. This can cause misallocation, creating financial risk for commercial parties and reputational risk for operating companies. These risks can be significantly reduced by finding and remediating any configuration issues that may result in misallocation at the earliest possible time.

Accord was asked by a leading Australian oil and gas company to review the operating procedures, documentation and the calculations coded within an EnergySys implementation. The intent of the review was to provide assurance that the system met the intent of the commercial agreements. Robustness of the system and observations on industry best practice were also requested.

CHALLENGES AND SUCCESS FACTORS

Multi-Discipline Approach

Accord provided an integrated service, drawing on the expertise of representatives from the Allocation Engineering, Measurement and Systems Implementation disciplines.  Using an understanding of the measurement and allocation principles, the calculations detailed in the operating procedures were reviewed for compliance.  

This included the determination of tank volumes from measurements; apportionment of the allocated quantities to system entrants; and the calculation and tracking of product entitlement and associated balances.

Fresh Eyes

Accord provided an independent view of the delivered solution – a fresh pair of eyes.

Using our knowledge of typical system implementation architecture and patterns and the associated business processes, Accord gained an understanding of how the EnergySys system had been constructed and the agreement calculations implemented. 

By running several test scenarios through the EnergySys system and verifying the results against independent tools, confidence was gained as to the robustness of the solution.

Helping Shape Future Activities

A consolidated list of observations and improvement suggestions was delivered by Accord, which encompassed documentation updates, small modifications to system code and ideas for improving efficiency in day-to-day operation of the system.  The scale of issues arising was detailed and items were prioritised according to potential realised value to the business.

Accord is currently working alongside the client to progress improvement opportunities and provide ongoing support of the EnergySys system.
