Rationalising and Simplifying the Systems Portfolio
Following several historical acquisitions, Shell operated a range of different processes for production allocation and hydrocarbon accounting. A range of systems and spreadsheets were in use, bringing misalignment and the risk of misallocation. A lack of automation resulted in inefficiencies and increased the risk of error.
With market liberalisation looming in the Netherlands and the Corrib and Ormen Lange fields coming on-stream in Ireland and Norway, a consistent approach for hydrocarbon allocation in Europe was needed.CHALLENGES AND SUCCESS FACTORS
Seeking Business Process Standardisation
Shell had chosen Energy Components (EC) as their corporate hydrocarbon allocation solution. The objective of the Hydrocarbon Allocation in Europe (HALE) project was to design and deliver a standardised business process and an EC system for hydrocarbon allocation across Shell’s European portfolio. This included the redesign of core business processes and the related organisational changes.
By moving from a variety of spreadsheets and other systems to EC, HALE delivered a single reference store of production data and common ways of working across Europe. Clear data ownership was established, with data validation being carried out at source by the data owner. All data now has a full audit history.
HALE achieved its objectives:
• A single European business model with minimal regional variations
• A high level of automation, with manual intervention by exception only
• Single source data entry with clear data ownership and validation performed at entry
• Optimal interfaces producing more effective communication between teams
• A single transparent and consistent data repository accessible to all authorised users and a full audit history
Delivering Key Experience in an Integrated Team
Leading elements of the project, Accord formed part of the HALE team. We provided domain knowledge, vendor-neutral product expertise and IT lifecycle experience. In many cases, we acted as the interface between end-users in the business and IT or vendor personnel.
